Is sharing data between hotels legal?

Yes, on a legal basis. Points Hotel captures the consent of the party responsible for each property and the privacy notice, auditable, before sharing the guest profile.

Do I have to turn on chain mode from the start?

No. Each hotel can start with its own program and turn on chain mode later, when you decide to operate as a group. Balance unification is auditable.
